That is a common procedure for poles that have some bad areas but the rest of the pole is in good condition. It is called a C-Truss and works pretty good .
The plugs you pictured are plugs installed to fill the bore holes that were drilled to determine the density of the pole center.
Recently the rising price of C- trussing has made pole replacement a better choice
