NW Missouri | Depends on what you're doing and who stops you.
When I was 13 (mid-90s) I got 4 hours of community service because a hwy patrol stopped me on a 4wheeler. I was headed to the field to rake hay. 1/4 mile of hwy between our house and the gravel road. Dad had said not to pull out onto hwy if there was anyone coming from either direction. I looked, no one coming, pulled out, then he came over the hill. Old farm 4 wheeler with a max speed of 25mph. Local cops never would have bothered me. I would have been legal driving the rake tractor, but not the 4wheeler...
Nowadays, you'll probably be left alone unless you're out jacking around or driving obnoxious through town. Plenty of kids drive golf carts and 4 wheelers through town. Our 14 year old daughter has driven the ranger to practice a time or two when her mother and I were both unable to give her a ride (about 3 miles to the school going the back way). I trust her driving way more than I trust most of the other high schoolers with way less experience than she has.
