Plates, no, but they are required to have the DNR license stickers to run roads, and there are some other rules, too.
The tribe that rents next door has 4 wheelers. The acreage is small, so they run the roads. It's only the 10yo boy and the step dad on the roads. They do the fish-tailing and donuts everywhere, but dad's favorite is the intersections, and just after the road grader does the roads. That way they can leave marks 3 to 4 inches deep. They've got much of the gravel from the intersections and in front of their place in the ditch now. County road dept says nothing can be done, so the neighborhood just has to wait until they burn the shack down.
I could write a book about that place since the owners bought it 15 years ago and decided to rent it out instead of building a new house like they said.

edit to add: Must be 18 years old, have driver license, have registration and proof of insurance, have headlights and tail lights (quick google search found these)
