NW Washington | As I remember from my soil classes, phosphorus taken up by plants is not a simple process. Organic material is involved, and various other reactions need to take place before the plant takes up the P in the soil, and in one crop year, only a small portion of recently applied P fertilizer is actually taken up by the crop.
So soil phosphorus levels should be in a long-term situation where the soil P level is maintained at an optimum level. Phosphorus does not move far in the soil, so putting some of it into the soil seems like a good idea. The link talks about soil phosphorous levels.
