It's charged particles from the sun. The term is coronal mass ejection. Kinda like a solar belch. And in 1859 a particularly nasty belch hit earth.

They travel at a small fraction of the speed of light. The fastest ones take over twelve hours to reach earth's orbit. We have satellites watching the sun. They'd give at least 8-10 hours warning. Say it takes half of that time for the news to percolate up and down the chain of command. The general public could be given 4-5 hours warning. If whoever is in charge decides to let the plebs know. I won't make predictions about that. But there are enough solar observatories around the world that it would probably go viral on the internet at least a couple hours before it hits.

Human history does not suggest that the general population would handle it well. But for farmers away from the mobs, if you can park every vehicle inside a metal shed and shut the doors, disconnect from the grid, turn off all electronics, open every breaker, etc, etc, you're probably going to be able to start back up after it dissipates. There may or may not be a functional grid to reconnect to, but there's nothing you can do about that.

Maybe you were thinking of a gamma ray burst. Those we don't see coming. If a strong enough one hit earth, we could be dead before we realized it. No point in worrying about it.
