The majority of growers in my little geography would be more likely to variable rate a top dress pass, still most flat rate everything. For the most part everyone here is fall NH3 (160-180lbs) with a little bit of spring application. Then followed with (30-60lbs) of a dry product top-dressed with a high clearance machine. We flat rate the pre-plant NH3 and then based on the growing season will variable rate the top-dress pass. Not very much liquid side-dress around here at the moment. I wouldn't give up on your Sandhills, variable rate application should help the leaching. We take a nitrate test before doing any side-dress/top-dress to make recommendations and see if that is a limiting factor.
