If it's bad like you say then fix ditches and plant a fast growing grass like sudan or oats or even both. Oats will get you an early cover, sudan really doesn't do well until it's warm out. Put oats in early hay it off, roll any ditches shut again if it washed then sudan and get your crop off by either grazing or haying but I would disturb any soil before planting the grass
