How long since the tree was cut? Works better after a year. This is a bad time for burning them out. August/early Sept is usually best, when it's bone dry. We have had roots burn out from underground, 30' from the stump, 3 weeks after lighting if the conditions are right.
Seems like if they get charred, but don't take off, they never burn out right after that.
