"Here" most communities have some form of "senior housing".....HUD subsidizes rent for those who qualify, but residence isn't limited to those who need the rent help. Qualification is based on IRS Form 1040 and assets. Since she has no solid income and no assets, she'd be a shoo-in for qualification. That's where I'd start.
