I would ask your vet whether they think that a vaccine under a few weeks old really accomplishes anything. My vet's opinion was that the optimal time to vaccinate calves is closer to 8 weeks. Not convenient but it is what it is. I would be a bit surprised if the 1st shot is really doing anything vs a shot when they're a bit older and a fall booster. Healthy animals with strong immune systems are going to create a stronger response to the vaccine.

The rest is damage control. Since blackleg comes from exposed dirt, it's going to help to have cattle water out of a trough instead of a creek where they're constantly churning up the bank and having a big rub. Also, if they're forced to graze too deep it's going to up their odds of their face coming in contact with the ground.
