I agree not likely mechanical but do check the counter knife for binding, Usually this is a bolt head on the left side of the baler near the net brake. Just make a small bale and have someone push wrap while you watch the counter knife move from both sides. I have seen replacing relays in the monitor fix the issue. The suggestion of swapping monitors with a neighbor or dealer is a solid way to determine electrical vs mechanical. If buying a new monitor have them order you a whole goods bundle called monitor and harnessing for additional tractor. It is the same price as just a monitor but comes with the tractor harness. I know you have done this but if you have not check all connectors and pins for loose connections and corrosion before spending a lot of money on a monitor.
