WOTUS is not every wetland in the US. Only those that discharge into Waters of the US are covered by the clean water. It’s why significant nexus was so important in prior supreme country rulings. You can do what ever you like to non ACE wetlands as long as they aren’t farmed. That where NRCS comes in.
