We stayed in a camper cabin at the KOA in Rapid City about 8-9 years ago- was very reasonable, had a pool for the kids and breakfast in the morning- We hiked Sylvan Lake- would have liked to have done Harney Peak but the kids were to young to make the climb-


We did many of the things the OP is considering, camper roadtrip style with a 7 and 9 year old. We had a lot of stops in a relatively short amount of time so it wasn't a "relaxing" vacation. As stated above, Sylvan Lake.... it was one of my favorite things about our trip. We didn't really hike it but found a secluded spot by the lake and just hung out and relaxed for a good half day or so. We also stayed at a KOA but it was the one near Rushmore.

Sturgis really wouldn't have been worth making a trip for but we drove through after going to Deadwood. Mt. Rushmore.... Needles Highway.... just awesome.
