The wireless card that your neighbor is using is like a cell phone.  More than likely it has a phone number assigned to it.  It does not use the standard 802.xxx wireless frequency.  You have to subscribe to the service and you would have to have Verizon's card to access the system.  You might be able to use the card in a card reader on the desktop, but I will not guarantee that.
