wireless internet, can a home PC use it?

friend has a new Dell laptop, with just a wireless card inserted and they get excellent service right here in my house next to my home PC. they have no router, no broadband connection just the card and also a small antenna that can be hooked to the card that can be mounted on the roof of a car to help with signal strength, it receives the signal. i'm assuming it is just a form of a cellular signal as the Verizon person told them if you have cellular service your will have wireless internet service for your laptop. thanks, vi
