That's a 20 cu ft oxygen cylinder, so if you believe this chart: https://www.youtube.com/watch?v=gENsRs05qwg

You should be able to cut 16-18" per minute in 1/4" steel using 50-90 cu ft/hr, so you should be able to cut about 20' of 1/4" off one tank. which sounds right based on my experience with bigger tanks.

To me, a torch is the easiest way to do a lot of things, so it's worth it. You can also fill a small tank off a full large tank, much more dangerous than propane or CO2, maybe not as dangerous as acetylene?
