| Not sure, but maybe your modem should be connected to "port 3".
At least the CMR serial correction stream used in a 252 had to go that way. Port 2 got auto configured for Trimble radio...
For connector pins please have a look at these pages from 252 manual. I would imagine that the pinouts are the same.
