I had one of those MW tillers too.  I think mine was made by Gilson actually.  On mine forward drove off of the crankshaft and when you pushed the lever to R it flipped the belt around and then drove the belt off of a pulley on the camshaft, which goes the opposite direction at half the speed.  Kind of a Rube Goldberg arrangement, but it worked till one of the idlers crapped out.
