Not selling it by any means as a cure all, but it is amazing the difference between full tillage and strip till when you leave that middle alone. In full tillage, moisture has a tendancy to wick up to the surface. With strip till, that moisture is only in the row. Nevermind the fact that it is fast and simple. I imagine if you are any good with a welder you could rig up a small strip till unit to try for less than $1000 dollars, maybe much cheaper. Just my thoughts, maybe someone nearer you could explain the theroy better than I can.
