Subject: ? about axle hub bearing torque tandem truck

Put a new hub seal in a truck and was wondering what is the correct procedure for tightening the bearing? It is a Spicer housing and has a seal that is all one piece, the rubber part turns inside the outer metal part. I have heard torque it to 100 ft/lb and then back it off 1/4 turn. Does that sound right? It is hard to tell by feel because of the seal drag so there must be some technical way of getting it right.
