Don't really understand this but I have assumed( a dangerous thing to do but then I'm not responsible for my talk) that the power restrictions have come about because of a general power shortage-not just generation problems exacerbating demand spikes.

My son has a friend in the energy trading dept of a large electrical utility - they don't exactly put granny in the dark but there is sure a lot they can do to manage the flow of power to the highest price mkt. Captive customers will get the voltage dropped when resale opportunities are good, and the reverse when the resale price drops below their customer contract prices. And of course anyone on interuptable service doesn't get a kilowatt when opportunities are elsewhere.

Just the market at work allocating resources to the highest demand area, but if you are one of the dumpable customers, you might not like it all that well.
