The rims were designed for 13.5x16.5 tires. The supply 13.5 knobby tires ran low and they found they could put 16.1x16.5 tires on them instead of the 13.5's and actually have more capacity at less tire cost. You are correct that the 16.1x16.5 tires were designed for a 14 inch wide rim, not the smaller 11 inch wide rims.
