| Slump is important, rated strength is most important and the better the strength (More portland cement per yard) the higher the cost. Too much water is a real concrete weakener. Vibration is good at filling molds, but it can segregate aggregate too leaving little aggregate up top.
I know good concrete is possible. I poured a driveway for my dad about 1960. 130 feet long. Two pieces have been replaced because of road widening and a new huge sewer line, but 110 feet of the original is in fine shape and no slabs have cracked. Its thicker (about 7") than some roads with wire mesh and 1/2" rebar. One slab replaced when the county road was widened was crumbling by the time the sewer project went by. I didn't pour that one or specify the concrete. For sure the county didn't pay as much for that concrete as for what they put in the road.
