Subject: Concrete, What makes some concrete much better?

just a tish NE of central ND
Lately I have heard of several people that have had their concrete septic tanks crumble and colapse. (bummer)The concrete just "rotted out",crumbled, fell apart, and over winter under the snow they gave away. Some concrete just falls apart in 20-30 years or even less. My question is, How come the cement in most of the bridges, such as interstate highway has can be 50 years old and more and still look like new? What is different about that cement compared to what we use in house foundations, bins and shops(which also crumbles prematurely)? Even the fella that sells grave stones says he cant get a decent cement pad to set the gravestones on anymore. They all crack up and crumble in several years he says.
