Blacktop needs the oil in between the stones renewed from time to time. Most people don't like it, but a chip and tar job is the best. BUT for a church I would not want all those little stones drug around the place. I would maybe look into some sort of slurry coat - from what I understand, it'll only add 1/4 inch or so to the profile of the pavement, and it needs a few hours of no driving (not a big deal for a church parking lot), and it might even be smooth. You'd have to talk to a local asphalt company to find out some details.
