I have known a lot of 15 year old kids that are more responsible and mature than some 25 year old (so called adults). It seems that the typical legislator thinking is to assign maturity to age. Time doesn't teach young people anything. Parents are supposed to teach them. I think they should leave the age requirements alone and strengthen the testing and required skills test and let the kids that can demonstrate those skills have a license.
