With what I've run into, especially if this happens to be on a Freightliner, unplug the harness at the ECM, disconnect at the batteries, and pull that lead out from under the truck. Do all your checks out in the open, and then put it back in. Much simpler than trying to check it out under the truck. There are some wires that are spliced inside the harness, solder connections, but the wires rotted on either side of the solder. That's what I was chasing the last time, but my problem was no power at the ECM at all. I've also had bad ground connections drive a person nuts.
