The black tar out the exhaust is probally from Idling to much. Don't forget that the diaphragm in the supply pump might also leak diesel into the crankcase. As far as the low compression, in those older motors if new valve seats and valves weren't used the valves might be recessed in the head to far. At this point I would put it on that grain vac and let her rip. Get the carbon burnt out of the engine and see how she runs after that. Just some random thoughts.
