I helped a neighbor a couple years ago with similar problem. He had the valve rebuilt and it didn't fix the problem. It ended up being the the steering cylinder. It's a pain to get to. It's made into the cast front end under the fuel tank. His had some pretty bad grooves worn into the piston and sleeves. I don't remember the cost but they weren't as bad as I thought they would be.
