NO, A local welder has used a shop vac connected to BLOW air into the filler of gas tanks for welding them.
The nozzle of the vac hose needs to fit well into the tank and fit loose enough so air escapes as fast as it is blown in. This drys out the tank and keeps the fuel / air ratio too lean to burn, so it is safe to weld.

He made a mistake ONE time he attached the vac to a tank with the hose plugged into the suction port. He turned on the vac and after a few seconds, it made a PIFF WOOSH !!! sound and quit running. Vac motor was burned beyond use, just lucky the canister did not explode.
