NW VA
Our packing tractor is a 7810 with a loader, which is probably my first pick for an all-around pack tractor, but blades can work well too. In our custom operation, we pack some of the jobs with the 78, some farmers pack their own, and some jobs we use another guy with an 8100/Degelman blade. On one job, the farmer has 3 old Steigers with blades (and tries to keep at least one running), and also uses the fellow with the 8100. Personally, I think a loader tractor with a good sized bucket can do as much, if not a little more than the same tractor with a blade.

I would say it mostly boils down to operator preference, and the type and size of bunkers or piles.
