When the cylinder is pinned in high speed the planetary is not being turned, the whole unit is spinning, when you remove the pin and connect the arm for low speed then the planetary gears are turning, for the cylinder to stop and burn the belts the problem can't be the two speed, it has to be something with-in the cylinder or a bearing.
