Hayburner is right, the crane is for tending buoys . Summer buoys tend to be much larger,( bulky), while winter bouys are smaller and much more robust as they must survive being engulfed/submerged by ice flows during the spring melt. Since water traffic pretty much comes to a standstill on the greatlakes during the winter it appears as though the winter buoys main task is to mark the spot for summer buoys placement.
