I believe the crane on the Canadian ship is for tending buoys. I see a few of the CG buoy tenders at the CG station in Milwaukee. I believe they go out at some point before ice sets in and pull them up, or at least pull the old and replace it with a refurbished one, then bring the old one back to the shop for refurbishment. Some buoys are pretty good sized.
