Stand does look a little gnarley- but it apprears that you have some rye coming in the thin spots?
We've seeded rye the same way as you. No incorporation in our case. thought it worked pretty well myself. It is odd to me that the thin spots are nest to the wheels (if I understand your description correctly) though.
