There is plenty of room to get a wrench on with 38" or 42" duals. Been there, done that.
The flange is good enough steel to weld the nuts too, if you decide to go that route. Been there, done that, too.
Put the bolt through and put the nut on and tighten it up, then weld. Everything will line up nicely when you are done.
