I rented a Phillips harrow two years ago to incorporate fertilizer and work bean stubble a little bit before wheat. IMHO, it was an absolute disaster. It tilled that top inch to a powder. Then the drill openers didn't have anything to work with. All that loose soil got thrown out by the blades and depth control was awful. They won't hardly kill a weed that's up and they will sprout every weed seed in that top inch. You also take that finally tilled inch, plant into it, let it rain, and you've got instant concrete. Most of the guys around here that have/had them are either pulling Salford rotary tools(another expensive fad) or went back to field cultivators. I know some guys have had good luck with them, but in our soil conditions I just don't see it. We got a triple K this winter and I'm very happy with it.
