If the tanks have always had NH3 in them, they will be nice inside. Ammonia inhibits corrosion of steel. I think some of the nitrification inhibitors are corrosive, though, and they are commonly used in some areas.

You will have to pull a valve or something to fill it. Once it's full, I don't see why you can't put the valve back in. The hydrostatic relief will protect the tank. Diesel is not going to make near the vapor pressure that ammonia does. Probably shouldn't fill over about 90% or so to leave some room for expansion if the tank is filled with cold fuel.

I've bought 3000 fuel gallon tanks for about that price.
