them poly ticians in the penty gon don't know jack about where the slack should be...just like the old time hard headed cat skinners, nobody will ever be able to change their thick headed minds.

slack should always be equallized on top where no work is being done...only way they are getting by with the way they are is they aren't under a heavy load...still, they are wearing the root of the sprocket at a high rate = job security for their constiuents.
