I'd been through the same thing when we started full on-till. If your residual Herbicide went on pre-plant the row cleaners would till up a new crop of seeds and the residual would be moved out of the row in the loser soils. We no-long use pre plant residual, it goes on with the post Roundup pass.

We pre-plant with enough roundup to kill the annual bluegrass and use 2-4 d to get the broadleaf's. And the 2-4 d will get you a little residual to keep the broadleaves at bay for a week or 2. I'd rather plant into as weed free field as possible. 3-4 years ago I would not have agreed with what I just said. That week away planting date could become 2 weeks. Sorry got to get back to work. But, this could be another year for different opportunities.
