The horz. leg tanks don't have baffels either so thats BS.  But the whole deal is about secureing them. 

you have to bolt the leg tanks down with hoops.  the rope and the vert tanks don't cut it anymore. 

Even if in a van trailer, doesn't help any if they come after us for filling them at our plant, we won't fill them so your screwed. 

I have not heard that we cann't fill them yet, but would not be surprise if we would be forced not too.
