Your orifice is near the coulter or knife, correct? Couple of things to try, double check lines from redball to orifices for pinch or kinks, swap orifices on trouble rows with "good" rows, check gallonage or pressure right behind the red ball and compare to a "normal" one.

Hose length from the red ball to the knifes, coulter's should not matter as long as the orifices are at the end of your run, near the ground engaging tool/s.

With 20 psi and 17 gpm, I have got to think you have something pretty well pinched or a couple of wrong orifices to see huge differences. But kind of just pulling at hunches. Good luck, keep us posted.
