SE South Dakota | I would try heating the part of the bolt that you can reach with the torch to red hot. Try to work it to get the heat in as far as possible witout melting the bolt head. Let cool all the way then try to back it out. I don't think you would want the bolt warm when trying this, might snap off. A 3/4" impact might work well. Also could try hitting the breaker bar with a hammer as you are putting a bunch of pressure on the bolt(long bar).
