I dont know what it's going to take for a reliable, accurate throttle control. There may be something, but I've not came across it yet. If you can accurately "govern" the engine to a set rpm, which would be good for the generator, right?, then would it be possible to regulate the pump speed? Increase the speed of the pump with a variable sheave system, and hook a pressure system to the sheave control? When there's 0 pressure, the sheaves go to the high side, and as pressure comes up, the sheaves start to lower? Since there likely is not any hydraulic systems on your pump engine, you can use something like the CIH combine rotor drive that uses a 12vdc motor to change speeds. Or would that change too slow? BTW, how fast does it need to slow down when the drains close?
