I wrote a little program to fix some data like this years ago... IF it is even what I suspect.    I'm sure I won't find the program any more, but fixing it would involve exporting as a shapefile, applying the correction algorithm to each site, and then importing the shapefile again.   I cannot be fixed in the .yld file itself.

We just really need to see where this data lies in relationship to the real world... laid on top of county road data or aerial imagery... to knokw if what I suspect is truly the case.   Can you display background shapefiles in your old or new software?   You can go to our website and in the lower left corner, download teh Tiger shapefiles for your county as background reference data.
