I don't know about Ohio, but for Iowa the optimum soil test range for P is 16 to 20ppm and for k is 91 to 130ppm.  Removal rates for corn grain only is .15# P/bu (.37 # P2O5/bu) and .22#K/bu (.27# K2O/bu).  For beans grain only it is .38#P/bu (.88# P2O5) and 1.15 #K/bu (1.38# K2O/bu).

No K does not move and P only moves when soil test is above 30ppm and then very slowly.
