I don't know about OH recs, but U of IL has removal rate charts (follow link) and they assume stover/straw will remain in field. Their removal rates fert. charts are for grain removal only. You can check them out, might be applicable for OH case also. They're on the following pg of U of IL Agronomy Handbook:
