Any recent injections? Sounds a lot like an injection site abcess. That's why they want you to give injections in the neck, if it makes an abcess, it's one of the best places on the body to have one. Lots of good blood supply and lymph drainage of the area etc. Also low value cuts of meat in that area.

It's possible that there's a piece of wood buried in there. I guess you got a good look at it before it opened up, but if there was any puncture, it may be worth a probe around in there with a clean or gloved finger to see if anything sharp is there. I've gotten some pretty huge pieces of cedar limbs out of cows before, but thankfully found them early on instead of after it had mostly healed and then broke open again.

At this point if the wound is coming along, you can stop the antibiotic injections and probably even stop the wound spray. Once a wound begins to clean up, many wound treatments slow down healing compared to doing nothing. Might just keep it washed off with a gentle spray of water from a hose.

Maggots aren't the end of the world. Gross to look at, but unless you're in Central or South America where there are "screw worms" which eat healthy tissue, maggots only eat the dead stuff and remove it more efficiently than surgical treatment in many cases. A discussion of "surgical maggots".
