We do have our own audit control method much as you describe, never let accounts exceed more than small % of production before payment in full. Losses for those cases where we could not collect have not been significant in overall scope, just aggravating, but not enough to vote for "insurance".
Doesn't look good for any profitable ethanol plant in PA. Plenty of hype, and proposals that make no economic sense. I don't know any PA farmer that would invest a single dollar in any PA ethanol plant today.
