In my opinion, it's a water treatment problem. Someone is not doing their job. I remember a few years ago the water here tasted bad for a few days. It was blamed on the "flood" we had. The funny thing is we've had floods before and after the incident, but that never changed the tasted of the water. Someone just wasn't doing their job.
